…except that HB 1388 is the “Edward Kennedy Serve America Act” which became Public Law 111-13 in April. (Source thomas.loc.gov : http://thomas.loc.gov/cgi-bin/bdquery/D?d111:1:./temp/~bdWaYd:@@@X|/bss/111search.html ). The bill referenced has not much to do with the presidential memorandum referenced/linked: FR Doc. E9-2488. There are naturally other debates about this Public Service Act, but not much to do with the Middle East since the former HR 1388 made changes to DOMESTIC public service programs. Naturally, this would be a separate issue.

HOUSE BILL No. 1388
Synopsis: Foster care and kinship care. Requires the department of child services (department) to apply for federal funding if the department receives state funding for the implementation of the kinship care navigator pilot projects. Requires the department to: (1) exercise due diligence to identify all blood and adoptive relatives of a child alleged to be a child in need of services who is taken into custody; and (2) provide certain notice to the blood and adoptive relatives of the child. Appropriates $150,000 to the department for kinship care navigator pilot projects for each year of the biennium beginning July 1, 2009, and ending June 30, 2011.

You are confusing the two bills. The Kennedy bill is HR1388 the Humanitarian Aid bill is HB 1388 and it does include 20.3 million for the Palestinians.
